การเลือกตั้งทั่วไปของไทยครั้งที่ 28 เกิดขึ้นในวันที่ 24 มีนาคม 2562 ใช้เวลา 1,767 วันนับตั้งแต่รัฐประหาร และเป็นเวลายาวนานถึง 8 ปี ที่คนไทยไม่ได้ใช้สิทธิในการเลือกตั้งตามระบอบประชาธิปไตย
โครงการ ELECT (elect.in.th) เทคโนโลยีภาคประชาชนเพื่อประชาธิปไตย จึงได้เริ่มต้นขึ้นเมื่อปลายปี 2561 ด้วยความต้องการที่จะนำเสนอข้อมูลและข่าวสารเกี่ยวกับการเมืองและการเลือกตั้งครั้งนั้น (24 มีนาคม 2562) โดยเป็นการจับมือกันระหว่างสื่อต่างๆ บริษัทต่างๆ ที่เชี่ยวชาญด้านเทคโนโลยีและการจัดการข้อมูล รวมถึงภาคประชาสังคม เพื่อค้นหาและทดลองใช้วิธีการนำเสนอข้อมูลข่าวสารด้านการเมืองแบบใหม่ๆ ไม่ว่าจะเป็น Data Visualization, Interactive Content, Gamification หรือออกแบบเครื่องมือใดๆ ที่ทำให้ผู้อ่านเข้าถึงข้อมูลที่ต้องการได้ง่ายขึ้น (Exploratory Tool) ขณะเดียวกัน เราก็ยินดีที่จะเปิดพื้นที่ให้องค์กรทั้งภาครัฐและเอกชน ที่ต้องการนำเสนอหรือแลกเปลี่ยนข้อมูล สามารถติดต่อเพื่อเข้ามามีส่วนร่วมได้ด้วย
โดยเป้าหมายคือหวังกระตุ้นความสนใจและใส่ใจด้านการเมือง สนับสนุนการมีส่วนร่วม ผลักดันการแสดงความคิดเห็นอย่างสร้างสรรค์บนพื้นฐานของข้อมูล และทำให้การเมือง ‘เป็นเรื่องของทุกคน’ โดยเฉพาะกับกลุ่มคนรุ่นใหม่
แม้การเลือกตั้งครั้งสำคัญที่คนไทยรอคอยจะผ่านไปแล้ว แต่โครงการ ELECT ก็ยังคงดำเนินต่อ ในบริบทของประชาธิปไตยและการเลือกตั้งอื่นๆ รวมถึงเพื่อขับเคลื่อนประเด็นด้านการมีส่วนร่วมของประชาชน (Active Citizen) และการใช้ข้อมูลในการแสดงความคิดเห็นหรือตัดสินใจในบริบทอื่นๆ

Thailand’s general election which was held on 24 March 2019, is considered to be a notable event, as civil rights, including the right to vote, were suspended indefinitely following the coup d’état in May 2014. The last validated election in Thailand was in 2011, resulting in 8 years without the general election.
To promote democratic ideas and values in Thailand, the project ELECT.in.th has been established by the collaboration of technology, media, and civil society firms in order to create a ‘civic tech for Thailand’s democracy.’
New inviting and interactive ways, namely data visualization, interactive web-based content, and gamification get adopted as the project’s tools to approach the digital generation. The main goal is to provide necessary and useful information, along with encouraging data-driven discussion and accurate information sharing about political and democratic ideas among Thai citizens. The intention to promote the concept of ‘active citizen’ is also a part of the project’s objective.
After the election period, the project ELECT is planned to continue for strengthening democratic ideas and values, while promoting the concept of active citizen. The project possibly covers extended topics – social issues, disinformation or human rights – with the shared purpose: to promote the right of the people freely to determine their own destiny. The project’s long-term goal is to be Thailand’s political database as well as a regional community supporting shared ideas and know-how for the press and organizations which stand for democracy.
